My eshopps Acrylic frag rack has a crack. How can I stick the pieces back. ... Can I use silicone or epoxy or superglue?

It is best to use Weld-On #4 which is very runny (like water) and will bond very well. You could also use Weld-On #16 which is much thicker but doesn't bond quite as well.

Are they both reef safe... are they available in Home Depot ?

They are both reef safe, but most HDs and Lowe's do not carry it. Check to see if there is a local plastics warehouse in your area, they will carry it. Some glass shops and sign shops also keep it in stock.
