I need help creating a wood stand that will house a 10gal 20x10 refugium underneath and a display 20gal of 24x12. So if someone could help me with a design that would be great because I have drawn up about 10 and all of them seem to be alot bigger than what they need.

for a 20 gallon anything from Ikea would work. go with a plywood box if you want to DIY. No plans required.

It will be able to hold 200lbs?

A well made plywood stand can hold up a car. (or did you mean the ikea stand?)

actually most stuff from Ikea will as well, but it depends on the stand and how the load is distributed.

Not sure if building your own is an option, but here is a link to a post I made about building a 20gallon tank stand from plywood. Plenty of room for a 10 gallon sump if you wanted. The inside width is only about 1.5" narrower than the width of the tank on top. I didn't build mine to house a sump, but could have easily opened up the back and raised or eliminated the middle shelf to allow for a 10 gallon sump:

I would never use any Ikea products that are built w/ particle board or MDF, and I would never trust those cams and pins they usually are fastened with, and IME most Ikea stuff is built this way.

Not all IKEA stuff is particle board & MDF. Plenty is solid wood. I have a TV stand that held a massively heavy CRT TV for years with no issue. But to the OP's question, yes a simple plywood box built well is plenty strong for that size tank.
See what I did for a 25G cube: http://reefcentral.com/forums/showthread.php?t=2274886
