Instead of a flat opposing-frond layout, its a triple frond layout from a cross section... see below. Can't find an example online

It looks like Bryopsis to me. I could be wrong but thats my opinion.

Thats hair algae correct? The main runner of this thing is about pencil diameter

Thats what I thought, but I couldn't find an example of caulerpa with a triple frond configuration

It appears I was wrong on that looking at the link you posted I would have to say its caulerpa.

it does look like it except for all the feather caulerpa I can find is flat with opposed branchlets... can't find any with this triple configuration

Found it! It appears to be a highly desirable caulerpa! And native to the gulf/caribbean which explains its presence on my florida liverock
