Whats a good Clean Up crew for Brown Hair Algae? Or if not a clean up crew how can I rid this algae if Nitrate or phosphate is not even present in my parameters?

How long have you had your tank. If it new set up brown diatom will occur due to tank cycle. it will go away after tank is cycled.

Yes I cleaned it out and in a couple days it pops back up. Even spread to some of my frag plugs and on my zoas too.

I found about 50 Nerite snails in a brackish water pound and acclimated they to salt water. They are doing a fantastic job, also a few turbo snails.
