No, unless it is simply used as the NaCl part of a salt mix. As the seawater evaporates in those salt pans, various components precipitate out in a from that will not redissolve. As a result solar salt such as that is missing most of the components that make it seawater by the time you have crystallized salt.

No, it would not make up a seawater mix if you redissolved it. When it is precipitated, some things precipitate which will never redissolve (calcium carbonate, for example), and some things end up washing away in the concentrated brine that is left over (magnesium and sulfate). The latter is why people can eat "sea salt" and not get diarrhea from the magnesium and sulfate.
