Filter sock hole size

I have to get a piece of glass cut with holes for 4" or 7" filter socks. Are the holes cut the nominal size of the sock, or slightly smaller?

I cut a 4" hole for a 4" sock and it fits fine. Best to buy a sock and measure it.
