I'm restarting my tank after several years. Found an old jar of Kent Turbo Calcium. It has hardened and has a thin layer of liquid on top even though it was tightly closed. I was wondering if it would be safe to use for the DIY 2-part outlined in Randy Holmes-Farley's article. Also how it would affect the finished product.

It'll be as safe as it ever was. It should be fine. I wouldn't worry. The top layer might have absorbed some water from the air and hardened a bit. That's common with calcium chloride, and won't hurt anything.
