What would be better to have for filtration on a 29g tank. Hob filter like the emperior 350 or buy an aquaclear 110 and turn it into a HOB refugium. Drilling is not an option for me.

Just an Idea, What about if you do a hob overflow to a sump that way you have better options. I did that on my old 72 worked good once it was dialed in.

I would use an overflow box to a sump.

I would just get yourself an efficient skimmer and call it a day.
