Help with Kessills

I have my Kessills connected to a VDM. I have the color and the intensity at 100% on both VarSpd3 And VarSpd4. When on auto the lights should come on but they don't. VAR 3 is color, VAR 4 is intensity. If I set VAR 4 to on the lights come on. What am I doing wrong?
