A few weeks ago I set up new tank. I neglected to test to determine the end of the cycle. Added some live rock a few days ago and hitchhikers such as snails, hermits and mini stars are thriving. Is this enough evidence that the tank has cycled and it's safe to add fish and coral?

I would wait at least one more week and then test for ammonia and nitrites. If your tests show zero you can safely start to add livestock after quarantine.

Ya, at least get some test strips from walmart, you should know your levels first, when ammonia/nitrite is gone, do a 10% water change and then add stuff after a day.
