I have an alkalinity of 10 from what I understand you want it between 8 and 9. How can i get it down to where I need it to be?

An alkalinity of 10dKh is fine. Have you added anything to increase it? If not then that is probably what your salt mix is at (assuming you are at correct salinity).

Right now my salinity is a little high because i haven't topped off the aquarium yet. I might as well do that right now. anyway so the salinity is around 1.028-1.029. when i top it off with a bottle of voss water it brings it down to 1.026. so after I top it off should it bring the alkalinity down?

It should drop a little. All minerals in the aquarium will concentrate up with evaporation.

The change though will not be noticeable on test kit - only about a 0.03dkH if my math is correct.

10 is fine. If that's where you aquarium wants to be and stays stable there I would not fight it.
