Would putting a feather duster or two in a tank with a longnose hawk, flameback Pygmy, two percs and a high fin goby be fine or would they get picked it by these?

It would depend on the pygmy, mostly. You could attempt it, just keep an eye on them.
Also, keep an eye on the clowns. Sometimes clowns will host feather dusters. This is sometimes bad for the dusters, as it scares them and won't let them come out to eat, but sometimes they don't mind.

Sure its colorful, but wouldn't it be better cleaning the outside of the tank?

My clown has no issues with it, although I do have a reef tank so he has other things to host (he hosted an anenome), but the Anglefish could be a problem, considering in the wild they prey on feather dusters. Your choice though, hope I helped!
