My male shake all the time and sometimes it's nipping on the rock, but my female don't shake. So I don't think they are mating. Why is my male shaking if it's not mating?

Does it look like it's trying to shake or scrape off parasites?

No it's shaking and it's only doing it near the female.

More than likely he's doing that as a signal of submission to her. What ocellaris123 stated.

Pairs do that frequently. I had a pair of black ocellaris clean a particular rock for a year before they put down their first clutch.

Ok thanks. By the way only the male clean the rock . The female don't do anything. She is very lazy and eating like a pig.
