I've been using this for refugium lighting for the past week.

Coupled with an air pump the macro has increased oxygen and surface agitation witch feeds the tank with extra o2.

Any thoughts? Does this seem like a good solution to fuge lighting? Is the 18 LED 3.3 watt sufficient lighting?

waste of money. and the airstone will only cause major salt spray, its not needed if you have surface agitation in the main tank. plus the water coming down the drain into the sump also helps with oxygen exchange. i would get a clamp on light from homedepot and get a 6500k CFL bulb to go in it (also at homedepot) and your done for around $20.... dont over complicate things. best bulb to go with is a 6500k bulb for your fuge...
