It looks kind of cyanobacteria. Does it come off fairly easy?

Yes, like a slime film, but it keeps coming back rather quickly.

I have an MP10 and an MP40 pointed directly at that, it's in the middle of my tank.

Every now & then these corals will shut down for awhile and then shed a waxy layer, so the cyanobacteria is really no big deal IMO. It sounds like the coral is receiving plenty of flow, but if the condition doesn't get better soon, you might want to consider moving the coral someplace else. (preferably on the rockwork) GL.

Yeah it's happened to me before, for a week or so and then he sprung back to life.

I do have some red slime algae on the sandbed, which looks like what's on him. tested phosphates (with API) and I got .25

Don't know if the algae is "consuming" the phosphates or what. Thank you!
