I've noticed quite a few reefs with cameras set up to remote view the tank via smart phone. Whats the basic procedure for setting this up? I assume you need a wireless IP camera, but what else is involved?

Dropcam will be the easiest.
Plug it in, go their website, sign up, and let it connect automatically through your home network.

I now run a Foscam for the higher resolution/closer view (dropcam was too wide for me) and they have some plug n play units but it still took more effort than dropcam to get connected to my router. Not bad though.

Both cams have smartphone apps, but the foscam requires you be connected to wifi.

Some of the high def foscams are on sale on amazon right now.

Personally i'm tired of seeing blurs moving around and am going to be buying a camcorder. Ill control zoom, focus, and pan with a servo and an arduino. I want to see my bubble algae from half way around the globe.

I had a foscam a few years back but its resolution was crappy at best. I know that they have some HD security cams out now such as the Samsung, anyone using those yet? I don't want to setup unless I can see my actual corals like I am in the room, pan tilt, zoom, all in HD. Would love to get some feedback on that.

It's expensive to get all of that in a camera. Iirc the good ones start at around $1000.

Dennis, you can connect to your foscam remotely without being on your local wifi, all you need to do is port forwarding

Using their mobile app or using your browser?
I've got port forwarding setup for browser use. I have an account with no-ip that I use for the cam and my controller.
