I just set up a 90 gallon a few days ago.
First, I put 80lbs of special grade aragonite in it. (I forgot to wash it)
Second, I filled it up with tap water treated with prime (I know I need an RODI unit)
Then I poured the correct amount of reef crystals salt in and I stirred the sand up to loosen dust and debris.
I let it be from there.
The next day the bottom of the tank, very lightly on the walls of the tank, sponge filter, sump, and the equipment in it was covered in a white film that when rubbed off, clouded the water immensely. When I came home today the water was crystal clear, but when I took out the mechanical filtration and put a new one in it dripped and clouded the whole thing up again. I shook off the sponge filter and it released a bunch of cloudiness. Is it bacteria or dust or what is it? Is it harmful? Will it eventually clear up?

It's either dust from the sand or residue from the salt. (calcium carbonate)

Nothing to worry about - if you can run carbon for a bit and you will be fine. It will subside either way. If it persists then it is calcium carbonate, do a couple of water changes using low calcium salt. As long as your calcium keeps under 500ppm it will dissipate.
