A kalkstirrer question

I have just received my Deltec kalkstirrer. In the instructions, it is stated that

"
Fill the tube with appr. 150 g calcium hydroxide
Add app. 1.5 litre of (osmosis) water and stir manually
"

I always thought that it was a better idea to add chemicals/salt to water rather than the other way round.

Should I follow these instructions or add calcium hydroxide to water, which is how I have been preparing limewater manually for a long time?

Since 100g/l is already over 50 times its saturation i cannot see a difference
