I have a reeflo pump in basement with about 14' of head pressure. The pump has 1.5" return pipe. Is it ok to reduce to 3/4" up at tank for return?

Yes. Reduce it as close to your return bulkhead as possible and install a ball valve as well.

You can reduce as much as you want, just know that it is slightly adding to your overall plumbing restriction so I would convert down at the last possible moment.

FWIW, I have the Hammerhead Gold rated for 6,000 gph.
After 6' of head and a bunch of splits into other tanks, elbows, valves and some pipe reductions, I'm getting probably less than 2500 gph.
