What is this and what is the best way to get rid of it?

I can't tell for sure but almost looks like fish lice, Argulus. Hopefully someone else better at identifying it can chime in.

I am treating her with General Cure. Any other suggestions are appreciated. I'm not 100% sure this is lice from the pics I have seen. If there is a fish that eats these parasites please let me know.

General cure will not do anything.
With other fish I would try a freshwater bath, but seahorses may not take that too well.
The only reliable cure is Dylox.

Freshwater dips work well for external parasites on seahorses.
Match temperature and pH and place the seahorse in the water, leaving it for about 12 minutes. Only remove if the seahorse stops responding to the touch.
It may thrash around for a while and then lie on the bottom like the end is near, but as long as it responds to touching it, it should be OK. I have gone 15 minutes and no problems.
