Sump combine refuge and return section.

I'm designing a 20l sump to maximize the refuge section. I'll be drilling a bulkhead so that the pump is run external. On the other side I'll have a strainer to prevent junk getting picked up by the pump. My hope is to eliminate the return pump section essentially.

What baffle arrangement do I need so that the skimmer section water is level and the refuge section has variable water depending on evaporation?

Also do you guys see any potential issues with this setup?

To keep the water level the same, do a baffle where the water flows over. You may want to also consider adding a bubble trap to remove micro-bubbles from the inlet. To do that you would have the water flow go:

skimmer-> over baffle -> under baffle -> over baffle 1/2" lower that first over -> refugium
