Hair algae or bacteria?

So I have uncured pukani rock on my 2 month old tank. :hammer:
Phosphates are through the roof as I had suspected, SeaKlear treatment is on the way. In the meanwhile, I am not sure what this is. Does it look like Hair algae or bacteria? It is long, slimy brown looks more like gel then an algae. Hoping phosphate removal will fix this.

Are you dosing vinegar, vodka, or NoPox by chance?

No I am not. I did put Dr. Tim's Waste Away some days ago.

Too hard for me to tell. If possible, can you get a closer pic of the algae/bacteria. That would greatly help.

No matter weather it is an algae or cynobacteria, vacum it out. Both use the same nutrients and both are photosynthic.
