Hi all.

Tank was setup late March 2016 but moved to a new house mid June. Parameters all test great. I have siphoned this stuff out - back within an hour. Blacked out a few days - anemone died. 'Starved" the livestock a few days - wrasse died. So 2-3 days ago I added phosban in a reactor. As of now it's actually a little worse. Running a GREAT reef octo skimmer. Lots of water changes along the way. Is this dino? Diatom? Doesn't seem red enough for cyano. What's my play here?

Diatoms. Actually listing your water parameters is a lot more helpful than just calling them "great" when it comes to diagnosis of issues. Increased water flow and reduced nutrients often helps with diatoms. Stirring up the sand bed during the move may have aggravated the problem.

Nitrite and Ammonia - 0
Nitrate - 0 (two brands of kits to verify)
Phosphate around 0.1
Silicate - 0

I've been at this hobby about 17 years and never had an outbreak like this. I did drop two powerheads to the bottom and added a large one at the top. So flow is now up. And yes the feeding has been reduced greatly. I'll keep running phosban and ride it out I guess.

It looks like a combination of both Diatoms & Dinoflagellates to me
