This may be a stupid question, but for mixing an alkalinity solution is it safe to dry the baking soda on a sheet of aluminum foil in the oven instead of the instructed cookie sheet?

There might be some corrosion of the aluminum foil. How about a non-stick cookie sheet, or even a non-sick frying pan (I assume the temperature is not high enough to ruin the frying pan handle)? For that matter a stainless steel pot would work, though the same assumption about the handle. A glass baking dish would work too.

I suspect it'll be okay, but you might add some aluminum to the mix that way, as the foil corrodes. Aluminum can be toxic, so I'd stick to steel or glass or non-stick, as suggested.

I use parchment paper on the cookie sheet when I bake it.

Parchment paper should be fine, as well. That's a good idea.
