Will it be ok to ship Live Rock in black trash bag and a little water?

Easiest is to wet some newspaper or towel and wrap the rocks in it. They only need to stay moist.

All depends on the amount of die off you want..
being fully submerged in saltwater will keep the die off to virtually nothing..
Tampa Bay Saltwater ships theirs fully submerged and stuck right on a plane and you pick it up at the airport terminal the next day and right into the tank
most "live rock" from an online retailer will just be wrapped in wet paper towels/newspaper and will need to be cycled/cured first if you intend to add it to an established tank to avoid a potential cycle/ammonia issues,etc..

I am shipping it to someone and I probably put it in trash bag (doubled) would be better than newspaper correct?

Newspaper soaked in plenty of water and than plastic bag. As long as its shipped next day air, it will be ok.....minimal death
