When I bought this ball of Chaeto last Friday it sunk to the bottom of my refugium currently 2/3 of it is floating looks like it has air bubbles on it, I'm wondering if that's what it does when it starts to grow? What is your opinion on this?

Do you have micro bubbles in your system? They could be catched by the chaeto.

Just shake the bubbles loose and if you have to, set something in the Chaeto to hold it down. Floating shouldn't be a big issue. In fact some blow a small powerhead at it to make it turn over.

Perk2 and Ron Reefman are right. You could just leave it there, so it prevents micro bubbles from passing through, like a sponge barrier.

It's that or dinos possibly. My 1st vote it the microbubbles.

It's not dinoflagellates, if it was, there would be a lot of snotty brown in with the chaeto.
