I know not all fish that are supposed to clean up the sand by consuming it, then shuffling it through their gill area, always do it.

But of the ones that do, which have the higher probability of cleaning up the sand?

Diamond goby I have one in my 125 gallon tank and he keeps my sand spotless. Only problem I have with him is he clouded up the water for about a week when I first added him. He likes to dig under my base rocks wich is fine cuz I built my rock work before I added the sand. So I knew it wasn't going to move. I've had him about 5-6 months now and had no other problems from him.

I also had a diamond goby that was pretty fun to watch. They are carnivores, so don't expect them to "clean up" algae or diatoms. Mine pointedly ignored patches of sand with either.
