Does dosing vinegar lower ph?

I would like to start dosing vinegar, does it significantly lower ph? My ph is 7.8, im not sure if my test kit is broken but i cant seem to get it up. Would it lower it, and if so by how much thank you.

Yes but only for a short time. I always dosed it towards the end of my lighting schedule when pH was at it's highest of the day. I also broke it up in to about six smaller doses but I was doing it via my Apex controller not manually.
