so, I see instructions to turn a fire tablet into a full time. always on display. is there any instruction to do the same with an ipad or Samsung android tablet?

All you are doing is logging into your Apex Fusion account from the browsers.

yes, but I,m talking about keeping it on 24/7 with it plugged in

In the iPad, go to settings. Then select Display and Brightness. Set Auto Lock to "Never". That will keep the iPad from turning off and keep the Apex broweser of Fusion app on all the time.

Amazon fire crapped out on me ... twice ... so I gave up and went back to the old apex display. I wonder if the iPad mini would be more robust?

I've been using an old iPad 2 as my "Apex Display" for about 9 months now. It works fine, but the app itself isn't really designed to run 24/7. I get occasional timeouts when trying to enter data, but for the actual display it works well enough. Definitely worth trying if you have an old iPad laying around or can pick one up on the cheap.

I have a mini laying around so may try it. Amazon fire proved to not be enduring for me.

Initially quite promising (though I cannot seem to get rid of the url bar); and bigger than the fire. Whether more enduring we shall see.
