My ammonia test is showing a brownish yellow color instead of a greenish yellow color. Does this mean that the test is not working, or can I assume that it's 0?

That looks like zero to me. :) If you're starting a new tank, I'd wait for a week of zero ammonia, to allow some time for the decay to end, and to make sure that the tanks doesn't have a secondary ammonia spike. Secondary ammonia spikes are very rare, but a few water changes and some time will help clean up the water, in any case.

The tank has been up and cycled for 6 months now

I personally would assume that the level is zero, given that the tank has been up that long. If you are worried, or the tank is having problems, maybe a local fish store could run a test for you.
