This has happened at least three other times, but they laid eggs technically under the anemone, then nip at it until it forms a cove.

They're tended to until they reach about 3mm high, then get eaten. Is it normal for them to eat the eggs?

There are several reasons for eating the eggs. Not getting enough nutrition, eggs aren't viable, or they are new to spawning and still haven't gotten it all figured out.

The most common reason for the male eating eggs is to remove those that were not fertilized or died off.
If they on the other hand eat the whole nest repeatedly you may have a problem (actually only if you plan to breed them).

Getting ready to lay another clutch is not a reason for them to eat the old clutch. I've had it many times that pairs laid new eggs before the old ones hat hatched and they never sacrificed the old ones for them.
