I have chaeto in a small refugium with a 36 watt grow light, the usual kind that looks very pink. Of the 12 leds 9 are red and 3 are blue.

I would like to grow some red algae in there and from what I understand they only use the blue light, red reflects so this seems obvious.

The question is, if I go to an all blue led of similar wattage will the chaeto still grow and how much activity might I be losing. I'd like to have some dragons tongue and red gracilaria in the fuge.

A better bet would be an LED light with a wider spectrum of light. That would support the photosynthetic needs of various macros.

A fuge should be lit with a red light if it's purpose is to grow chaeto to filter out nitrates nad phosphates. If you just want to make it look pretty then you might want to find a daylight bulb instead, that should have a decent balance... I would not go with a blue light on a fuge, personally.
