Too hard to tell..
Likely just a sponge of sorts..
I wouldn't worry about it one bit..
If you are just cut it off..
You won't harm that coral..

Over the years I've found Sinularia spp seem to be sensitive to a certain type of black cyano that basicly suffocates the tissue under it. If this is such an "infection" it will siphon off with a small diameter hose. You can also gently brush it off with a soft toothbrush. It can recur quickly in the same spot and you may need to repeat cleaning it off several days in a row but disturbing the colony will keep it closed up and disrupt it's feeding so take effort not to bother the colony any more than necessary. It responds well to iodine dips but it may not be practical to do so.
