I haven’t found a solid answer to this.

When I received my powder brown tang I noticed that both scalpels were missing. The area around were they should be looked a bit messed up also. I assumed it happened from a net, though I’m not sure. I have read that some places trim Naso’s just to blunt them to save the bag. Though a powder brown is not quiet as much of an issue. I can’t imagine they were cut off????

Fact is they’re gone now, which begs the question...

Will they grow back?

Do you have a picture? Young powder browns, blues etc often don't look like they have scapels and these species are able to retract them in a skin flap. The area around the scapel also shows different colouring to the rest of the body.

I can't tell you for sure, but the tangs that I've had, that lost them, did not regrow them in their remaining years

Another

I hope these tell something?

I asked multiple times but, no matter how much I tried asking her to sit still. She refused.

Edit;
My hand (ring) makes it look like the fish has a white spot on it at first glance.

That look normal to me. The scalpels are hard to see sometime.

Seems normal to me. When the fish gets bigger you'll know for sure.
