HELP. Angel fish eye cloudy and swollen

I have a Bi-Color Angel fish that over the past 2 days I notice his left eye cloudy and puffy. I've noticed it irrupted by it because it rubs It against the sand and rock every so often. He just came out of the QT tank a little over week ago after 30 days and dosing 2 doses prazipro. Should I put him back in the QT or is this a injury that will heal. Currently in the QT I have 3 Anthias. This sucks any help or advice would be appreciated. Below are 2 video.

I could be wrong but looks like the start of pop eye, its a bacterial infection. I haven't personally had to deal with this so I'm not sure on the treatment, a quick search on Google shows treating the fish in QT with a broad spectrum anti-biotic.
