Can you use regular flo bulbs with an icecap660 or do they have to be vho bulbs. I was going to use 3 or 4 marine glo bulbs on a smaller system.

Yep...you can use normal output lamps with it...they will be overdriven to somewhere around 80 watts of output. This will end up shortening the lifespan of NO lamps, however.

Any NO T-8 or T-12 can be made into a 2X normal output bulb.
I suggest re-lamping every 12 months in a vented hood. Treat them like VHO lamps with mounted hard plastic waterproof endcaps (not pop on soft endcaps).
