I am leaning towards getting a Neptune controller; however I am trying to understand the DC-4 and 8 HD's respectively. If I get one of the dc 4 or 8 (I run Icecap ballasts) do I still need x-10 modules?

Each outlet is switchable so I can assign appropriate commands to let's say turn Lt 1 on if it was plugged into the the first outlet, and let's say turn lt2 on 45minutes later(assumable if it was plugged into the second outlet and so on?

Yup... The DC-4 DC-8 replaces the X-10 modules. They are more reliable because the are hard wired to the AC controller ( with the same phone cord as the X-10) vs the signal that the X-10 has to see over the power lines. Each outlet is switchable.

Only stupid question is one not asked.

if you are running IceCap VHO ballasts, you will need the heavy-duty model (DC4HD). The DC4HD has bigger relays that can handle the high inrush current from the VHO ballasts.

The DC8 is a 15 amp model (suitable for ICECAP) also, if you need more then 4 outlets.
