From what I understand, it should be between 1300 and 1500. So, is 1290 close enough? Would increasing it to 1400 have any actual effect?

levels should be 1250-1350. natural SW is 1280ppm. your fine!

If you check out the reef chemistry forum you'll find some good reading.
1290 is great IMHO natural seawater is 1285, most people over do it I think as this will help coral growth. 1500 is not a target you should want. Mine is around 1300 which is great for me.

Great, thanks for the info! The salifert test said 1300-1500, but I'm fine with 1290.
