sailfin tang needs help

I have a sailfin tang that is needing some help. His belly is shrunk in and he is real listless. I noticed that his gills are red and seems to be laboring some to breathe.
Any help or suggestions would be appreciated.

How often, what, how much do you feed?

I probably dont feed often enough. Maybe only 3 times a week. I have a yellow tang that is in great shape under the same conditions. I fed thursday and he ate but not with alot of zip. Today he wont eat at all.

Tangs are BIG eaters.
If your tank doesn't provide enough food you need to do it.
It sounds like this fish is starving to death.
Feed it Nori one to two times a day for several weeks to fatten it up.
If it won't eat anymore it may be too late.

I can understand that his shrunken belly being from lack of food but why are his gills red? Someone suggested gill worms?
