It could be mucus due to stress of it could be expelling waste.
Do you have any pictures?

What lights + flow do you have it under?
How did you acclimate it to your lighting?
What are water parameters?

Is it abrown mucas looking stuff? If so, it's just expelling waste. Mine does that all of teh time and my fish actually eat it. If youv'e only had it for a few days, give it some time to get acclimated. They are very hardy corals. I have one that's a little over 6 years old now. Or should I say I've had it for a little over 6 years. ;)
There are times when he won't open and other times when he's more than fully open and looks like he's going to pop. Just give him some time. ;)

raise your salinity..1.021 is too low, it needs to be at least 1.023, but 1.025 is better.. the low salinity will stress the coral out a lot..

how did you accumulate the bubble to your tank? that might be a reason why as well.
