Little hard to see in the photo (stupid cheap camera)... The little reddish things in the upper part of the shot.

They appear to be small frogspawn "buds"

Yes they are small branches coming out. AKA buggers :D

Yup, that's how they propogate. They will either grow out of the branches or the heads will split into two.
