What should I keep it at for leathers?

I think everything should always be at NSW levels even though some try to have lower salinity with f/o. Maybe it saves them pennies per gallon on salt mix.

In short 1.025-1.027 which is 35 ppt.

I agree. I'd target natural ocean levels of 35 ppt or so, about 1.0264 for sg.
