Just measured my tap water TDS at 323. RO measures 13. What are these numbers supposed to be at?

from my understanding ro is supposed to be 93-95 percent of tap. If you add a DI to it you could get the TDS to 0!!

Your system is working at around 96% at the moment you might want to add the DI stage as suggested above to get 0ppm at the output :)
