I'm going to look at a used tank. One of my criteria is that it must be drillable. Is there any way for me to tell if it can be drilled?

Any glass can be drilled, it's about how you drill it, where you drill it, and what you drill it with that matters.

Not sure how to tell by looking at it but if you find out the manufacturer that info is readily available.

I've seen some tanks at my LFS that have a sticker on them that says "Tempered glass do not drill"

tempered glass is very difficult to drill without shattering it since it's so hard. So it's not that you "can't" drill it, more like you "shouldn't" drill it. personally, i wouldn't risk ruining a tank if i had to try and drill through tempered glass. Some glass makers will drill it though, but i dunno how many will guarantee their work.
