Currently I add purple up to the tank, but is there any other things that one should do to promote the growth of coral line algae on live rock?

Keep Calcium and Alk up. I would keep Calcium around 425 and Alk around 10. That will give you some crazy Coralline growth. You don't need purple up and some people swear by it and some don't.

Keep Ca and Alk at NSW or slightly above levels.

Good flow, patience, and nutrient levels minimal.

I'd also say that some lighting seems to grow it faster than others ...
