I just bought my first fish, a clown fish, and the water it was in, tests at 1.020, and my water is testing at a bit over 1.023. Is this too big of a difference to acclimate them within say about a 3 hour time frame?

No, I would acclimate the fish over an hour or so. Fish, especially clowns, can deal with a reasonable high rate of change in SG.

I prefer to have the SG in my tank as close to natural seawater as possible.

A lot of folks who have fish only have it lower. I don't really know why though

Here is something that may be useful to you.
