45 gallon bow front
coarl life super skimmer 64
40 pounds live rock

do you think i need a hang on filter? getting mixed opinions involving carbon n such

No, your live rock will be just fine. I would also add some live sand.

A HOB isn't strictly necessary, but IMO it won't hurt. A filter gives you space to add mechanical media (floss, sponges) or chemical media (carbon, phosphate adsorbers, Chemi-Clean etc.) As well, it adds a little more flow which is always a good thing :)

i would use the hob for flow and media chamber.

well, for flow.. i have to 600 maxi jets on the way (going to replace a single pump that came attached to tank, going to rip it off) and I have a small wave maker..

so a skimmer
a wave maker
2 maxi jet 600's for a 45 gal tank.

if i were to use/need a media chamber.. what would i need it for? only if i had a problem? or does it remove stuff a skimmer / lr wont?
