A Coeloplana is a type of Ctenophore. They are very cool to watch. I used to have tons of them in my tank, but they eventually went away. If you look close enough, you can see when particulate food hits their tentacle, they retract it into their mouths. They're very fascinating to watch. They won't harm anything if that is what you have in your tank.

It could also be a few various other things, but you said "feather" like. There are also Vermetid Snails that secrete a long mucous to ensnare food particles, and then they draw them back in. It could also be something like a Peanut Worm or even a Spaghetti Worm. But none of those are what I would consider "feather" like.
