Tank Bred Fish

I have a question. At local petstores a see a sign next to the fish that say some of them are tank bred. Where do they get all the other fish from that arn't tank bred? I thought it was illegal to collect live fish from the ocean?

While there are restrictions on the number and types of fish collected, it is (as of yet) not illegal to collect fish.
