I read somewhere that unless the ammonia and nitrite levels goto 0 , no water change should be done to a new tank, or else it will damage the bio filter. Is this true?

doing water changes during your cycle will not harm anything nor slow down the process. actually it can be good to do water changes to keep the ammonia down to help save alot of the critters on your LR. most of the bacteria stay on the rocks and sand and not ness. in your water so your not harming the biofilter with water changes.
